LAW A 528 Natural Resources-Energy

In this class students will be examining many aspects of law relating to climate change, an emerging regulatory system that is currently very much a work in progress. At the domestic U.S. level, we will study the climate change legislation pending in Congress, EPA’s ongoing rulemakings under the Clean Air Act, and pending litigation.

By studying the law as it is made, students will have a better appreciation of legislative intent, the administrative rulemaking process, and likely areas of future controversy and litigation.

Relevant portions of H.R. 2454, the “American Clean Energy and Security Act,” as passed the House on June 26, 2009.

Relevant portions of S. 1733, the “Clean Energy Jobs and American Power Act,” as introduced in the Senate on September 30, 2009.
