Mary Fan
Professor Mary Fan specializes in cross-border, U.S. and international criminal law and procedure. Her research also intersects with immigration, privacy and public health. She has experience as a federal prosecutor (AUSA) in the Southern District of California and as an Associate Legal Officer at the United Nations International Criminal Tribunal for the Former Yugoslavia (ICTY) in The Hague.
Professor Fan joined the faculty in 2010. She was elected to the American Law Institute (ALI) in 2012 and is an advisor to the ALI's Model Penal Code Sexual Assault and Related Crimes Project. She has been quoted by a variety of media organizations such as ABC News, Al-Jazeera International, the Associated Press, FOX News, the NBC Nightly News, Reuters and more.
Professor Fan clerked for the Hon. John T. Noonan, Jr. of the U.S. Court of Appeals for the Ninth Circuit. At ICTY she worked with Judge O-Gon Kwon on cases of war crimes, crimes against humanity, and genocide. She received her JD from Yale Law School and her MPhil from the University of Cambridge, where she was a Gates Scholar. At Yale, she was a Notes Editor for the Yale Law Journal, a Managing Editor for the Yale Journal of International Law and a Coker Teaching Fellow. She was awarded the Jewell Prize and Nathan Burkan Prize for her publications.

United States); "Beyond Budget-Cut Criminal Justice" in the North Carolina Law Review (2012); "Decentralizing STD Surveillance" in the peer-reviewed Yale Journal of Health Policy, Law, and Ethics (2012); "Sex, Privacy and Public Health" and the "The Police Gamesmanship Dilemma" both in the UC Davis Law Review (2011) (the latter quoted in United States v. Mubdi (4th Cir. 2012) (Davis, J., concurring)); and International Criminal Law: Cases and Commentary (with President Antonio Cassese, Guido Acquaviva and Alex Whiting) (Oxford University Press 2011).
